The lower lovely is made up in Grand Guignol makeup. G.G. was a theater in France where terribly violent and gory plays were made starting in 1897 and running until 1962.

Offenders will have to visit emergency rooms (probably called Houses of Romniwicket) and morgues (Chamers of Tumliknackette?) to see the results of "knife violence" I couldn't make this up if I tried, to think of something stupid to embarass a country.
Imbicilickety and moronica are the first two words that came to mind.
